Why do I pay a security deposit?

As specified in the Clause 1 Article 25 of Consumer Services Regulation; the supplier company in duty collects security deposit from the consumer in order to secure it against the debts in the event that the consumer fails to pay the electricity consumption cost due to a change of the location of use and/or end of retail contract or termination of the contract.
